Richard graduated from the Louis D. Brandeis Law School in 2010. He has served in Jefferson County as an Assistant Commonwealth’s Attorney for 6.5 years and as an Assistant County Attorney for nearly 8.5 years. Richard has experience in both criminal prosecution and civil litigation. He joined the Oldham County Attorney’s office in 2026. As the First Assistant County Attorney, in that role, he is responsible for prosecution in the Oldham District Court, handles civil litigation and consults with County agencies. In addition, he represents the Commonwealth in Guardianship Court.
Richard is a member of the Kentucky Bar Association, a former member of the Louisville Bar Association, and the International Municipal Lawyers Association. He is also admitted to practice in the Federal Courts for the Western District of Kentucky and the Sixth Circuit Court of Appeals.
